RESOLUTION TO AUTHORIZE A CONTRACT BETWEEN INGHAM COUNTY MSU EXTENSION AND THE CITY OF LANSING TO INITIATE A REVISED PREVENTION PROJECT IN ANTICIPATION OF RECEIVING A MICHIGAN FAMILY INDEPENDENCE AGENCY (MFIA) JUVENILE JUSTICE TITLE V PREVENTION GRANT

WHEREAS, the Ingham County/City of Lansing Youth Violence Prevention Coalition is established to coordinate youth violence prevention programming in the City of Lansing and Ingham County; and
WHEREAS, the Youth Violence Prevention Coalition (YVPC) has utilized several juvenile justice grants awarded to Ingham County/MSU Extension to develop projects aimed at preventing and reducing violence toward and by youth; and
WHEREAS, Ingham County/MSU Extension in cooperation with the City of Lansing and the YVPC has applied for a Title V Juvenile Justice Prevention Grant totaling $251,128 including federal, and local cash match and in-kind match, for the first year program to provide prevention programs that target youth and families living in and near the Baker-Donora Neighborhood; and
WHEREAS, the grant application is structured to include a year long project and a summer enrichment project; and
WHEREAS, $137,349 cash will be provided in federal funds through MFIA and $50,000 cash match and $6,729 in-kind match will be provided by the City of Lansing, $2,000 in-kind from Ingham County and $55,050 in-kind from other sources, and
WHEREAS, it is anticipated this will be a four year project requiring annual re-authorization and contract renewal and the first year grant period will be from June 1, 2003, through May 31, 2004 and within this grant period an additional summer enrichment project will operate from June 1, 2003 to August 31, 2003; and
WHEREAS, Ingham County MSU Extension has received a letter from the MFIA Juvenile Justice Federal Grant Unit (FDA) which states that grant unit staff and the Director of the FDA have recommended approval and are awaiting final authorization by the State Administrative Board of the Family Independence Agency Administrative Director; and
WHEREAS, in order to be positioned with necessary temporary project staff and operating to conduct prevention project summer enrichment programs, the City of Lansing wishes to enter into a contractual arrangement with Ingham County/MSU Extension wherein the City will provide a $50,000 cash grant to cover $38,473 in personnel and $11,527 in operating; and
WHEREAS, contingent upon the award of the Title V Prevention Grant to Ingham County/MSU Extension, the City of Lansing's $50,000 cash and the in-kind matches of $6,729 from the City of Lansing, $2,000 from Ingham County and $55,050 from other sources will be integrated into the larger prevention project grant as specified above and in the original MFIA grant application.

THEREFORE BE IT RESOLVED, that Ingham County Board of Commissioners authorizes a contract between Ingham County MSU Extension and the City of Lansing which allows the implementation of a revised prevention program with a budget of $50,000 cash provided by the City of Lansing to provide $38,473 for personnel and $11,527 for operating and will begin June 1, 2003 and end May 31, 2004.
BE IT FURTHER RESOLVED, that Ingham County MSU Extension be authorized to employ necessary temporary project staff not to exceed $38,473.

BE IT FURTHER RESOLVED that contingent on the award of the MFIA Title V Prevention Grant totaling $251,128 including $137,349 federal, and $50,000 City of Lansing cash and the in-kind matches of $6,729 from the City of Lansing, $2,000 from Ingham County and $55,050 from other sources for the first year program, the Ingham County Board of Commissioners authorizes Ingham County MSU Extension to implement contingencies in the subcontract between Ingham County MSU Extension and the City of Lansing to conduct expanded prevention programming at the Baker-Donora Neighborhood Network Center for a contract period of June 1, 2003 through May 31, 2004 according to the terms and budget of the grant application.
BE IT FURTHER RESOLVED that contingent on receiving the MFIA grant, Ingham County MSU Extension be authorized to contract with Manpower Professional to employ a full-time Prevention Project Coordinator at a total cost not to exceed $38,500.
BE IT FURTHER RESOLVED that contingent on receiving the MFIA grant, Ingham County MSU Extension be authorized to sole source a contract with the Michigan Council on Crime and Delinquency for project evaluation services not to exceed $16,125 (at $75 per hour for a total of 215 hours) through a contract period of June 1, 2003 through May 31, 2004.
BE IT FURTHER RESOLVED that contingent on receiving the MFIA grant, Ingham County MSU Extension be authorized to employ additional necessary temporary staff not to exceed $7,351.

BE IT FURTHER RESOLVED that the County Controller be authorized to amend the 2003 Ingham County MSU Extension budget to account for the MFIA grant and any subcontracts related to the grant and City of Lansing contracts.

BE IT FURTHER RESOLVED, that the Chairperson of the Ingham County Board of Commissioners and the County Clerk are authorized to sign any necessary contract documents consistent with this resolution and approved as to form by the County Attorney.
